CEWE is a private locally owned and operated general contractor based in British Columbia, specializing in road building and civil construction.  Established in 1953, Jack Cewe Construction Ltd. (CEWE) provides all aspects of road construction including excavation, placing gravel, base and sub-base, underground utility installation, concrete slabs, sidewalks and curbs, and of course asphalt paving and milling.

The Opportunity

CEWE is seeking a highly experienced Senior Estimator to join our organization. This position plays a critical role in the successful pursuit and delivery of civil construction and road-building projects by providing accurate, strategic, and competitive cost estimates. The successful candidate will bring extensive industry knowledge, advanced technical expertise, and a strong understanding of best practices in heavy civil construction.

Key Responsibilities

  • Lead and manage the estimating function for civil construction and road-building projects, ensuring accuracy, completeness, and competitiveness of all submissions.

  • Identify, evaluate, and secure new business opportunities across public and private sector markets.

  • Prepare, review, and present detailed cost estimates, bid proposals, and tender submissions in accordance with client and regulatory requirements.

  • Negotiate pricing, contracts, and commercial terms with clients, subcontractors, and suppliers to achieve optimal project outcomes.

  • Collaborate closely with contract administrators, engineering consultants, and project teams to ensure seamless transition from bid to project execution.

  • Manage multiple bids and pre-construction initiatives simultaneously while meeting strict deadlines and organizational priorities.

  • Analyze historical cost data, production rates, and forecasts to support informed decision-making and accurate project scoping.

  • Review and approve subcontractor billings to ensure compliance with contractual obligations and company standards.

  • Provide leadership, mentorship, and technical guidance to estimators and project team members.

  • Ensure adherence to company safety policies, industry regulations, and internal governance standards.

  • Address escalated client matters with discretion, professionalism, and effective resolution strategies.

Qualifications

  • Demonstrated experience in senior-level estimating and project delivery within the civil construction industry.

  • Comprehensive knowledge of civil infrastructure projects, including design-build, joint ventures, and capital works.

  • Strong familiarity with Greater Vancouver and surrounding regional markets is considered an asset.

  • Proven leadership, negotiation, and stakeholder management capabilities.

  • Advanced proficiency in HeavyBid, HeavyJob, and related industry software, including MS Office, MMCD, and MOTI platforms.

  • Strong technical understanding of construction methodologies, project sequencing, and critical path analysis.

  • Exceptional written and verbal communication skills, with the ability to present complex technical and financial information clearly and professionally.

  • P.Eng. or AScT designation preferred, with a minimum of five (5) years of progressive experience in civil construction.
